OBJECTIVES OF THE PROGRAMME :
To support and collaborate with the Member States for further development and implementation of national policies and strategies which ensure equitable and universal access to quality health care through advancing health systems development, which includes Strengthening of Health Systems, Human Resources for Health and Fellowships, Health Systems Infrastructure, Essential Drugs & other Medicines, Health Situation and Trend Assessment, Gender & Women’s Health, National Health Planning and Health Financing, Health Technology and Patient Safety, Intellectual Property and Trade & Health, Global Trade & Health, Technical Information Management & Dissemination, Reports and Documentation.

Description of duties:
Reporting to the Deputy Regional Director and the Regional Director, the incumbent directs, coordinates, monitors and evaluates the WHO collaborative programmes concerning Strengthening of Health Systems, Human Resources for Health and Fellowships, Health Systems Infrastructure, Essential Drugs & Other Medicines, Health Situation and Trend Assessment, Gender & Women Health, National Health Planning & Health Financing, Health Technology and Patient Safety, Intellectual Property and Trade & Health, Global Trade and Health, Technical Information Management & Dissemination, Reports and Documentation.

Under the overall supervision and policy guidance of the Regional Director, and under the direct supervision of Deputy Regional Director, the incumbent is responsible for:

1. Directing, coordinating, monitoring and evaluating collaborative programmes with the Member States in the Region under the domain of Health Systems Development taking into account the WHO core functions, priorities and country health needs.
2. Harmonizing the work of other departments/technical units in SEARO, WCOs, HQ, national authorities, other UN agencies, various donors, private sector and civil societies.
3. Promoting and assuring intra and inter-departmental teamwork including the WHO collaborating centres and Centres of Excellence.
4. Ensure effective management of human and financial resources for programmes under his/her direct supervision.
5. Supporting DRD and RD as part of technical secretariat for the WHO Governing Bodies (WHA/EB/RC) and other important high level meetings.
6. Acting as RD, DRD or other Department Directors during their absence when so designated by the RD.
7. Performing any other duties as deemed necessary.

REQUIRED QUALIFICATIONS
Education:
Essential: Degree in medicine or degree in health related areas with post graduate degree in health related disciplines.

Skills:
1. Thorough knowledge of WHO values, goals, policies, rules and regulations
2. In-depth knowledge of public health issues and health systems in the area of health systems development.
3. High level technical and management competence with knowledge of planning, directing, monitoring and evaluating health and health related programmes pertaining to the areas of work.
4. Ability to exercise sound professional judgment.
5. Leadership and supervision ability to foster team spirit and team work.
6. Capability in programme planning, development, implementation, logistics, and/or monitoring and evaluation.
7. Good Computer literacy.

Experience:
Essential: At least 15 years of experience at progressively responsible levels, of which minimum 5 years must be at the international level in planning and management of public health programmes and/or public health cooperation activities.

Desirable: Previous work experience in a multicultural environment or a UN/multilateral organization will be an advantage.
Languages:
Excellent knowledge of written and spoken English.
Desirable: Knowledge of other languages in the SEAR countries will be an asset.

Annual salary: (Net of tax)
USD 93,979 at single rate
USD 101,674 with primary dependants Post Adjustment: 38.2 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
